In reply to your questions on the transition

agreement, we would make the following comments:

Article 1. We are anxious to arrange for taking

over the services at the earliest possible date but we presume that the date cannot be definitely fixed until the agreement is concluded with the Colonial Office.

Article 2. We agree to the arrangement under which you are to manage the Company's services as well as the Government services during the transition period. Article 3. It is proposed that your instructions

as Manager and Superintending Engineer of the Company's wireless services should be issued through the Manager of the Company's Hong Kong Office.

Article 7. We agree that all accounting and control

of receipts and payments in connection with the services should be undertaken by the Cable Manager. Article 8. We propose that message forms and

envelopes bearing the name of I. & I.C. should at the commencement be obtained locally.

Article 9. We propose to arrage that the Company's

Manager, Hong Kong, shall take over the control of traffic correspondence, accounting and stat- istics relative to the service.

Article 10. We agree your suggestion that the Marconi

Company's Engineer should be asked to make recommend- ati ons as to the technical staff to be transferred to the company's service.

Article 11. The question of staff is receiving consideration

and we shall have to refer to this matter later.

With regard to the payment of staff and local

accounts, this will be arranged in accordance with the

Company's usual procedure through the Manager of the Cable Co.

We would also suggest that you arrange with him on

your return such matters as the supply of office accommodation

stationery, typewriters, stenographer, and if he is unable to

meet your requirements in these matters he can refer to Head

Office for instructions.

We shall be very pleased to arrange an opportunity

for discussing with you any other points which require

settlement before you return.

You will understand that all our arrangements are

subject to the final approval of the Advisory Committee.
